Employment Boost
The budget underscores the creation of nearly 1.2 lakh government jobs so far, with a commitment to provide over 40,000 more in 2025, alongside ₹773 crore for the Chief Minister’s Atmanirbhar Asom Abhijan to promote youth entrepreneurship.
Through the Jibon Prerana initiative, graduates from government universities and colleges in 2025 will receive ₹2,500 monthly for up to a year to support exam preparation, interviews, or entrepreneurial pursuits.
A one-time payment of ₹5,000 will be given to 6.8 lakh tea garden workers (casual and permanent), backed by a ₹342 crore allocation to improve their livelihoods.
Assam History becomes mandatory up to Class VIII, and Assamese (or Bodo in BTR) will be compulsory in all schools, including English-medium ones, starting April 2025, with fines for non-compliance.
An extra ₹370 crore will fund free lentils, sugar, and salt for ration card holders, ensuring access to basic nutrition at low costs.
Subsidies will encourage solar panel use, and all new buildings (public and private) must install rooftop solar systems, aligning with green energy goals
₹25,000 will be awarded to 1,000 young writers for creative and research work, and the Assam Council of Social Sciences Research (ACSSR) will be set up to advance Indic studies.
Budgetary expenditure has risen 250% in recent years, with capital expenditure at ₹24,964 crore in 2024-25, and Assam boasts one of India’s lowest Debt-to-GSDP ratios, reflecting fiscal prudence.
Pension and Tax Benefits
The government may reinstate the Old Pension Scheme for pre-2005 recruits, while incomes up to ₹15,000 will be exempt from professional tax, benefiting 1.43 lakh individuals.
